Xinjiang's cotton production capacity leads among the western provinces and autonomous regions, positioning it as a key player in the textile industry. To build a strong textile industry group and enhance the industrial chain, Xinjiang has developed strategies based on the regional distribution of raw materials, leveraging its geographical and resource advantages. According to the "Proposal for the Revitalization of Textile Industry in Xinjiang," the plan focuses on strengthening enterprises through the principle of concentrating efforts in key areas. The proposal highlights two major cities—Shihezi and Aksu—and seven industrial parks: Kuitun, Korla, Kashgar, Bole, Hutubi, Shaya, and Bachu. It also emphasizes the role of the Urumqi International Textile Trade Center as a central hub.
The strategy incorporates the concepts of industrial parks, clusters, and specialized zones, aiming to innovate foreign investment mechanisms and maintain high standards. By attracting large conglomerates and nurturing key enterprises and projects, the initiative seeks to foster the integration and collaboration of related industries. This will help establish a concentrated, highly connected, and competitive pillar industry cluster, creating a regional special economy that drives sustainable growth. The industrial parks are envisioned as powerful engines for the development of Xinjiang’s textile sector.
To further expand and strengthen the cotton industry, the Xinjiang Production and Construction Corps allocated 100 million yuan in special funds from 2009 to 2010 to support the construction of a cotton textile base. For every 10,000 new cotton spindles, a subsidy of 10,000 yuan was provided. Additionally, companies involved in weaving, printing, dyeing, and garment manufacturing were offered appropriate financial incentives to encourage further industrial expansion and development.
